For the first time codified the Navy’s leadership principles With annual budget of $30 million and $135 million infrastructure (18 instructional sites worldwide), programs implemented in half the expected time and under budget. Using more than 260 certified instructors, trained more than 50,000 personnel annually. Conceived and implemented mobile training teams to carry training to additional sites throughout the United States, Asia, and Europe.

Tasked with turning around a failed training and development function, founded and served as Chief of the Library of Congress corporate university. Led a remarkable total transformation resulting in the University receiving the Deming nomination for the best training and education program in the US Government. Conceived and conducted first-ever high-level Federal Government Training and Education Summit. Chief Learning Officers from more than 70 government agencies participated. Responsible for return on investment of more than $13 million for a facilitative leadership program.
